In 1989 the Alameda Contra-Costa County Transit District entered into a contract with the Alameda County Sheriff’s Office to provide police services. Our mission is to provide a full range of police services that enhance the safety of the 68.9 million passengers who ride AC Transit’s 105 Local Lines and
27 Trans Bay Lines that include 6500 bus stops annually.
Deputies focus on “partnerships” to address problems and/or concerns identified by district staff and passengers. Deputies also instruct bus operators in the role of the Sheriff’s Office, personal safety, diffusing potential problems, and as a witness what information will assist us in our investigations. AC Transit Police Services
had 6,577 call for service and issues an average of 9,394 citations for
illegally parking in the bus zone, document 2,644 incidents with a police report, and arrest
814 individuals.
The AC Transit Police Services unit utilizes a variety of methods to patrol the bus lines; marked patrol vehicle, riding the bus in uniform, undercover (plain clothes), and bicycles. Sheriff’s Technicians enforce parking regulations ensuring that the bus can enter the appropriate bus loading areas. AC Transit Police Services primary responsibility is to respond to calls for service involving AC Transit buses and properties. AC Transit buses are equipped with silent alarms that when activated allow Central Dispatch to monitor voices in the bus, record incidents via security cameras, and track the location of the bus via Global Positioning technology.

AIRPORT POLICE SERVICES
MISSION
To protect life and property and to enforce civil and criminal laws while respecting the rights of all; recognizing the diversity of the community served; identifying and maintaining a high level of professionalism, integrity, and readiness; delivering consistent and humane treatment to those under our care and custody; and providing a safe, secure, and customer friendly environment at the Oakland International Airport.
PROGRAMS
The following programs are run out of the Airport Police Services:
- TRAFFIC ENFORCEMENT PROGRAM
Traffic enforcement at the Oakland International Airport involves both mobile and foot patrols. With the recent delivery of five motorcycles, this program has the capability of addressing all of the Airport’s traffic needs. The Traffic Enforcement Program is based upon six primary factors that are vital in combating traffic issues on Port of Oakland property. These factors consist of the following: high visibility of uniformed Deputy Sheriffs; assignment of non-uniformed personnel (Sheriff’s Safety Aides) when needed; a cooperative working relationship with Port of Oakland employees as well as construction engineering personnel; continuous contact with the local District Attorney for follow-up of cases and prosecution; vendor/private organization education; and customer informational programs.
- PORT OF OAKLAND/CONTRACTOR EMPLOYEE TRAINING PROGRAM
This program was developed to provide Port of Oakland employees, as well as contract personnel with information regarding: Explosive Recognition; Crime Awareness & Prevention; Search Practices; and other various topics. All training programs have been provided by Airport Police Services Unit staff utilizing a lecture-question/answer format. This format was coupled with visual aids, handouts and “guest” speakers as the need arose.
- UNDERCOVER/PLAIN CLOTHES PROGRAM
This program was implemented, on an as needed basis, to augment basic mobile patrol services. It was employed to combat specific kinds of illegal activity that occurs when a uniformed officer is not present.
- A.C.O.P.P. PROGRAM
The Airport Community Oriented Policing Program (A.C.O.P.P.) is in the process of being developed. This program is a collaborative effort focusing on developing and maintaining a safe, secure, and customer friendly environment at the Airport. The Airport Police Services Unit participates in this program by providing informational handouts, as well as conducting group discussions regarding personal and workplace safety with employees and customers of the Airport.
- BICYCLE PATROL PROGRAM
The primary purpose of this program is to be used as a high profile tool in deterring possible crime that may occur in the various parking areas of the Airport, as well as, areas that are saturated with pedestrian traffic.
- A.S.A.P. PROGRAM
The Airport Security Awareness Program (A.S.A.P.) is based on a collaborative effort between local, State and Federal organizations that have a vested interest in the security of the Airport. As part of an information-sharing network, the primary focus of this program will be to identify and correct potential security issues at the Airport. Additionally, this program will be utilized as a tool to assist in combating potential terrorist activity.
- E.O.D. PROGRAM
The Explosive Ordnance Disposal Program (E.O.D.) was implemented to ensure that all of the Oakland International Airport’s needs pertaining to explosive response and recovery are met. By integrating trained E.O.D. Technicians into the ranks of the Airport Police Services Unit and also allocating critical pieces of equipment to the Airport, the Sheriff’s Office has been successful in establishing an on-site E.O.D. Team capable of handling a myriad of incidents.
- EXPLOSIVE ORDINANCE CANINE TEAM
The Explosive Ordnance Canine Teams were implemented to
augment explosive recognition and early detection capabilities at the Oakland
International Airport. There are a total of six Explosive Ordnance Canine
Teams assigned to the Oakland Airport. Four of these highly trained teams
are part of the Transportation Security Administration (TSA) Explosive Detection
K-9 Program. In June of 2007, we sent four of our Deputy Sheriff’s to this
respected K-9 program which is conducted at Lackland Air Force Base, San Antonio
Texas over the course of 11 weeks. All of our Deputy Sheriff’s were paired
with a canine and successfully completed the first phase of the certification
process. In January, 2008 all of our TSA canine Teams passed and received
their final certification from TSA.
We are extremely proud of the hard work and accomplishments of our all Explosive
Ordnance Canine Teams. Our Canine Teams work hand in hand with other local,
State and Federal Agencies deployed at the Oakland International Airport

MARINE PATROL
MISSION
The Alameda County Sheriff’s Office is charged with ensuring the safety and security of the waterways that are located throughout the County of Alameda. To that end, Sheriff
Gregory J. Ahern has created a full time Marine Patrol Unit. This multi-mission unit operates throughout the County’s waterways and assists other local, State, and Federal agencies, as well as military assets, in all facets of marine operations.
The Alameda County Sheriff’s Office primary mission is to act as a deterrent to possible terrorist attacks on the Port of Oakland and within the San Francisco Bay. Additionally, the Alameda County Sheriff’s Office is committed to the following:
- To save lives and promote boater safety through education of the boating community.
To act as a law enforcement body throughout the waterways of Alameda County.
To detect and prevent environmental hazards from harming and/or destroying Alameda County waterways.
To build partnerships with local, State, and Federal agencies in a concerted effort to thwart terrorism.
PROGRAMS
The following programs are run out of the Marine Patrol Unit:
- MARINE PATROL BOATS
To accomplish the mission of the Marine Patrol Unit, the Alameda County
Sheriff’s Office deploys an 85 foot Fast Patrol Boat and a 31 foot Safe Boat
powered by twin Honda Motors. These vessels are used by the members of the
Marine Patrol Unit to increase our capabilities to better protect the Port of
Oakland which is the fourth busiest container port in the Country.
- PERSONAL WATERCRAFT RESPONSE UNIT
The Alameda County Sheriff’s Office utilizes Honda AquaTrax as a tool in carrying out its mission in the San Francisco Bay. With their shallow draft, high speed, and maneuverability/mobility features, the Honda AquaTrax greatly add to the versatility of the Alameda County Sheriff’s Office Marine Patrol Unit.
- UNDERWATER EXPLOSIVE RECOVERY TEAM
This program was established to work with the Alameda County Sheriff’s Office Explosive Ordnance Disposal Squad, and the United States Coast Guard’s M.S.S.T/Dive Team. The team’s main mission is to act as a response tool to address and mitigate situations on waterways that involve an explosive component.

Alameda County Sheriff's Office is contracted with the Alameda County Medical Center, Highland Hospital, to provide law enforcement services for the protection of hospital staff, patients, visitors, and hospital property.
Highland Hospital is located in central Oakland and is the leading trauma center in the area.
Highland Hospital treats about 100,000 patients per year in the outpatient clinics and another 150 patients per day in the emergency room.
The Alameda County Sheriff's Office take reports, issue citations, investigate crimes, and provide a safe environment for the employees and citizens whom work and use the services of Highland Hospital.

- Three county agencies (Social Services, the Clerk-Recorder, and the
Family Justice Center) contracted with the Sheriff’s Office to provide police services. These specific locations contend with higher amounts of public contact and on occasion, family issues. The Sheriff’s Office employees provide security and police services to seven worksites during business hours.
- The Sheriff’s Office employees at these locations take reports, issue citations, monitor public conduct, investigate crimes, and in general provide a safer workplace for county employees and the public they serve.
