Prison Rape Elimination Act (PREA)
The Prison Rape Elimination Act of 2003 was signed into law by President George W. Bush with the intent to provide protection for individuals from prison rape. The act also created the National Prison Rape Elimination Commission and charged it with developing draft standards for the elimination of prison rape. Those standards were published in June 2009, and were turned over to the Department of Justice for review and passage as a final rule. That final rule became effective August 20, 2012. The Alameda County Sheriff’s Office is committed to providing inmates housed at its facilities, the safest environment possible. The Alameda County Sheriff’s Office has a zero tolerance policy toward sexual abuse and sexual harassment of any kind. Inmates who experience these types of behaviors are strongly encouraged to report the behavior, as it will be investigated thoroughly and completely, whether criminally or administratively, whichever is most appropriate. Inmates experiencing sexual abuse or harassment may report the behavior to any deputy or civilian staff at their facility, or to a third party, such as friend or family member, attorney or advocate, who may make the report for them, or by calling collect, the Highland Hospital Sexual Assault Hotline at (510) 534-9290.
